⁉ Pro-Russian oligarchs Pavlo Fuks and Vitaliy Khomutynnik could have organised provocations after Constitution Day
On 1 July, the Security Service of Ukraine (SBU) announced the exposure of a group of civic “activists” who were preparing a series of provocations in Kyiv on 30 June. According to the investigation, the perpetrators planned to announce the “removal from power” of the current military and political leadership of Ukraine under the guise of holding a so-called “veche”. They then hoped to seize the building of the Verkhovna Rada of Ukraine and block its work. The case was classified under paras. 1, 2, 3 of Article 109 of the Criminal Code of Ukraine (actions and calls for actions aimed at the violent change or overthrow of the constitutional order or the seizure of state power).

To date, we have learned that one of the main defendants in the case is Anatoliy Budnyk, co-founder of the All-Ukrainian People’s Council for Combating Corruption and Public Expertise of the Government and the All-Ukrainian Battalion Brotherhood. In addition to these organisations, he is also involved in the work of the Council of Elders, a civil society organisation based in Ivano-Frankivsk region. It was under the auspices of this organisation that Budnyk called on people to come to Maidan for the so-called “Congress of Civil Society of Ukraine” on 30 June 2024.
Anatoliy Budnik is a well-known figure in narrow circles. According to him, he has participated in about 1,000 actions over the past 15 years. Among them is the organisation of the so-called “Maidan of the Poor” in October 2021. In general, he has a long track record of organising and conducting various actions with the smell of an outright order.
By the way, with regard to the organisation and conduct of paid-for customised actions, Budnyk has had direct beneficiaries/owners of such actions for more than five years. These are pro-Russian oligarchs Pavlo Fuks and Vitaliy Khomutynnik. It is on the orders of these individuals and their business partners that Anatolii Budnyk has been organising various rallies, provocations and other dubious actions for years.
It is no secret that Vitaliy Khomutynnik and Pavlo Fuks are the owners of the ASPI news agency. Anatoliy Budnik is an employee of this publication. Depending on the needs and tasks set by the above-mentioned oligarchs and the editorial board, he acts as a full-time journalist, anti-corruption activist, call centre activist, customs expert, Maidan organiser and even a volunteer… Simply put, Budnyk is involved in resolving controversial issues in the interests of Khomutynnik-Fuchs and their entourage. By the way, it should be noted that he does not take a single step without their instructions or approval. Therefore, it is quite logical that this pair of pro-Russian oligarchs may be behind the organisation of provocations after the Constitution Day…
An interesting feature of the situation around the 30 June provocations is that the day before, on 24 June, the National Security and Defence Council of Ukraine extended sanctions against Pavlo Fuks for 10 years. Moreover, he knew about the extension of these sanctions long before the publication of the NSDC decision itself.
